How it works

現金げんきん (cash) takes で (by means of), the particle that marks the method or means — here, the way you'll pay. Then comes the set request おねがいします (please), the polite します (do, polite) form of する (do) attached to おねがい. Put together it's the standard polite "cash, please" you'd say at a register.
