The goal first with まで, then どうやって, then the verb: ホテルまで どうやって いきますか. The answer is a route or a means.

どうやって is “how” in the sense of “in what way”. Asking the way, the goal comes first with まで, then どうやって, then the verb: えきまで どうやって いきますか — how do I get to the station?
The answer takes two shapes. A means with で: バスで いきます, by bus; あるいて いきます, on foot. Or directions in the て-form: この みちを まっすぐ いって、ひだりに まがって ください. どう alone asks how something is (おちゃは どうですか); どうやって asks how something is done.
