How it works

は (topic) raises お支払いおしはらい (payment) as the topic — “as for paying…”. Then で (by means of) marks カード (card) as the method, the way you do something. おねがいします (please) stands in for the whole verb of asking, built on the polite します (do, polite) from する (to do), which keeps the request courteous. The polite お (polite) prefix on the front adds extra grace.
