How it works

A bare casual question — no verb, no “is,” no question particle. あの (that) points to someone over there, fixing 人ひと (person), and the whole thing ends on 誰だれ (who) with rising intonation marked by the question mark. In friendly speech that rise alone does the work of a full “who is that?”
