How it works
は (topic) raises トイレ (toilet) as the topic — “as for the toilet…”. The question word どこ (where) asks for the location, polite です (is) closes the sentence, and the final か (question) marks it as a question. Japanese keeps the question word right where the answer would go, no reordering.
