How it works

は (topic) raises それ (that) as the topic — “as for that…”. The predicate だめ (no good) is a noun-like word, so it takes the plain copula だ (is) instead of polite です (is). The final よ (emphasis) adds a gentle “you know” — a heads-up that you're telling the listener something they may not realize.
