How it works

This is just two words held together by の (of): 私わたし (I) plus の (of) marks possession, so 私のわたしの (my) describes 番ばん (turn) — literally “my turn.” There's no verb and no です (is); the rising ？ (?) alone turns the bare noun phrase into a quick casual question, “my turn?”
