How it works

The amount 千円せんえん (1000 yen) comes first as the thing being asked for, then the verb. 貸すかす (lend) drops into its て (te-form) form as 貸してかして (lend), and on its own the te-form works as a casual request — like “lend me…” between friends. The polite ください (please) that would normally follow is left off, so it sounds informal. The object particle を (object) is also dropped, which is normal in casual speech.
