How it works

With わかる (understand), the thing understood is treated as the subject, so が (subject) marks 日本語にほんご (Japanese) — literally “Japanese is clear (to me)”. The adverb 少しすこし (a little) drops in just before the verb to soften it. The verb takes the polite form わかります (understand, polite), and the speaker “I” is left unsaid — context carries it.
