How it works

With わかる (understand), the thing understood is treated as the subject, so が (subject) marks 日本語(にほんご) (Japanese) — literally “Japanese is clear (to me)”. The adverb 少し(すこし) (a little) drops in just before the verb to soften it. The verb takes the polite form わかります (understand, polite), and the speaker “I” is left unsaid — context carries it.
