How it works
は (topic) raises 赤ちゃん (baby) as the topic, and the i-adjective かわいい (cute) is the whole predicate — no copula after an i-adjective. The final ね (right?) invites agreement, turning it into a shared "isn't the baby cute?" rather than a flat statement.
