How it works

The topic particle は (topic) sets up 彼(かれ) (he) as the topic — "as for him". Then comes the description 学者(がくしゃ) (scholar), capped by the plain copula だ (is). That だ (is) is the casual counterpart of polite です (is), so the whole line reads as a blunt, matter-of-fact "he's a scholar".
