How it works
は (topic) sets up winter as the topic — "as for winter…". The i-adjective 寒い (cold) can stand on its own as the whole predicate, with no です (is) needed in plain speech. The final よ (you know) adds a gentle push, as if telling the listener something they should keep in mind.
