How it works

は (topic) marks the topic (姉(あね) (older sister)) — “as for my older sister…”. The い-adjective 優しい(やさしい) (kind) then stands alone as the whole predicate; it already means “is kind”, so no です (is) is needed. Dropping that polite ending keeps the sentence plain and relaxed.
