How it works
を (object) marks 財布 (wallet) as the thing that was lost. The verb なくす (lose) is built up in two steps: first the polite ます (polite) layer, then shifted to past for なくしました (lost (polite)). Ending in ました (polite past) keeps the report respectful, fitting when reporting trouble to staff.
